ROTFLOL!
The fact that your middleware rendered the end of:

("30" / "one-half")

(which is really a quotation mark followed by a right-parenthesis) as a quotation mark, a space, and a "smiley-face" graphic

serves to illustrate my point better than mere words ever could. Thanks to your blogware programmer for that assistance!

Sorry. You fell victim to the rhetorical expression trap. This is why "IQ tests" get such disdain -- cultural prejudice affects the answer far too much to be considered a "reliable metric". Sic semper all of the "soft sciences".

"Dividing by half" is written in the English language, and must therefore be answered in the same way. And that leads to the question of "which" English: Modern, Elizabethan, Urban, what?

Had the question been expressed in mathematical terms ("30" / "one-half") the answer would be different.

In spoken languages (much to the chagrin of simple-minded people) the "rules" are much less formal.

To further obfuscate the issue, I shall take my sheep to a nearby community named "Half", and do my division in a field adjacent thereto ("BY Half"). How many would I have then?

Answer: I shall have NO sheep, but a truckload of cutlets and briskets, which I will take next-door to the village of "Half" and sell.

If you reflect on this deeply, you too will see how irrelevant "IQ Tests" really are.
